Summary
Germany has 16 'Bundesländer' and all have their own legislation. There is a very strict law In each 'Bundesland' that dogs walked in public places should be leashed and muzzled. In most 'Bundesländer' assistance dogs are from these regulations exempt. There are no laws about access and accessibility is only a matter of good practice. In practice you have to ask permission for every entry you make into a public building. back
